2008 Holiday Trash Pickup Schedule

Trash will be picked up on Monday and Thursday each week in 2008 except on the following weeks where holidays are observed. Memorial Day, Monday, May 26th - Garbage will be picked up on Wednesday, May 28th and Saturday, May 31. Labor Day, Monday, September 1st - Garbage will be picked up on Wednesday, September 3rd and Saturday, September 6th. Thanksgiving Day, Thursday, November 27th - Garbage will be picked up on Wednesday, November 26th and Saturday, November 29th. Christmas Day, Thursday, December 25th - Garbage will be picked up on Wednesday, December 24th and Saturday, December 27th.

Lights Out?

Have you noticed broken common area lights or bridge lights that are not working? Lights that are not working can be reported to management by sending an email to management@rorcoa.com. A light inspection is completed the first week of each month, after which time a list is generated listed those lights that need repair. Reporting lights that you observe out helps ensure that these lights are noted on the monthly report and can be addressed.

New Community Manager - December 2005

Basketball Court Lights - Edited November 8, 2004

The Basketball Court lights are operational from 5:00pm to 9:00pm. The lights are controlled by two timers. The first is a timer (not controlled by owners) which allows the lights to come on if the second timer is activated between 5:00pm and 9:00pm. That second timer (controlled by owners) is a toggle switch located on the southeast most pole, which when turned between the hours of 5:00pm and 9:00pm, will activate the lights to come on. If you have any questions regarding the lights, you may contact the Association at 713-954-4889, or Security at 281-496-5299.

Security - Edited September 2004

The Royal Oaks Security Committee recommends that every homeowner program Security's telephone number in their cell phone. Security's phone number is 281-496-5299. If you see a suspicious person or vehicle in the community or trying to access through a residential gate, please call Security immediately.

Ultility Work on Your Property Edited August 2004

The Association has received a number of concerns recently from owners who report that a utility company dug areas on their property and did not make the required landscape repairs after completion of their work. Please be aware that the Association logs every utility company in at either the Main Gate or Construction gate depending on what their business is in the community. However after initial work is complete, the Association has found evidence that many of the utility workers proceed to other jobs in the community without having informed security. This comes to light when an owner calls regarding a landscape problem and security shows no record of a utility company going to their residence. If you see a utility company working on your property, please call Security to make sure they have been properly logged in.

Residential Lawn Care and Builder Construction Hours - Edited March 2004

As a courtesy to neighbors, hours for lawn care do not start until 8:00am. In assistance with this policy, Security will not authorize community access to commercial landscapers until 7:45am. Excessive outdoor noise should cease at 8:00pm. Builder construction hours are Monday through Saturday 6:00am to 7:00pm, and Sunday 10:00am to 4:00pm.

Modifications- Edited May 2003

R.C.O.A. Deed Restrictions require owners making modifications to their home apply through the Association’s Modification Committee. All changes or additions to the exterior of your home or yard require an application. The Association recommends each owner read and become familiar with Deed Restrictions and Design Guidelines, however the application process is in place partly to protect you from making additions or improvements that do not conform, which may be both costly and time consuming to alter or remove.

The Modification Committee’s application requires modifications be submitted on a copy of a plat survey dimensioning items from property lines and your home, providing elevations, material samples and specifications as well as other evidence of determining factors. However minor type modifications such as front doors, statues, paint, trees, etc., may only require samples, specifications and or pictures. The Association recommends a short meeting upon submittal where your application will be screened, thereby increasing likelihood of approval.

Modification applications require a deposit of $2,500 dollars upon submission. The amount of the deposit does not correlate with the amount of a specific modification. Rather, the deposit’s amount was established to offset the cost of possible damage contractors might cause to Common Areas and neighboring property. Additionally, the deposit was implemented as a tool to ensure modifications are completed according to specifications and in the designated time allotted for completion. Deed Restrictions allow the Modification Committee 45 days to process applications. In efforts of speeding the application process, The R.C.O.A. Board of Directors have recently established a voluntary owner-based Modification Committee. Currently the Committee is reviewing applications every 21 days. In time, the Committee’s goal is to have applications reviewed every 14 days. Nevertheless, The Association recommends submitting your application six weeks prior to the planned improvement.
